It's a true statement. Unauthorized civilians are prohibited from having guns that are not unloaded and encased. Authorized civilians, i.e., law enforcement officers, qualified out-of-state law enforcement officers, former law enforcement officers who have the photo ID issued by their former agency and anyone with a valid WI CCW license or out-of-state license or permit are allowed to have loaded and non-encased handguns. (openly or concealed)

Right, but the preceding sentence I quoted (read them both) implies that the definition of an "unauthorized civilians" includes legal CCW holders.
