It's not about a state definition.....it's about AMTRAK "rules"

If they don't allow ANY weapons in baggage, whether checked or carry on, why would you think that they would allow OC...or carry of any kind for that matter?

Don't think so? Try to OC on an Amtrak train and let us know how it works out for you.

Those rules may not look well-written to you, but they are very clear that they don't want any guns anywhere on their property except for the Only Ones.
