I beleive you mean "Is a concealed carry permit required to
carry one". I don't think there are a whole lot of places that require to to have a concealed weapon permit to simply purchase a gun, as that would be a gross violation of the second amendment.
And it would be an SBR in most states, so it would not count as a pistol (with exception to those states that classify pistols by overalllength). That means that if you have a state that only requires a permit to conceal a
pistol, then you could actually carry that concealed without a permit.
I know I'm off topic here, because I think the core of your question is whether this SBR would be considered "concealed" from a legal standpoint when folded. Again, that would depend on your state's definition of "concealed".
Sadly, SBRs are not legal in WA state, so I can't get one of these, regardless of how much I want one.
