I doubt it. Looking at what the sh**ple will accept now, all that the GOP needs to do is announce that this is "for the terrorists", and that it's for Security and Safety.
And if they can't get that to pass, perhaps they can just wait until more representatives from a US-occupied territory come over and kill more US citizens. Then, looking at the success of the public reaction to 9/11, it would be carte blanche to enforce such policies with only minor public dissenters. And by then, some good anti-sedition laws should be in place, so the dissenters can be locked up and forgotten.
