Agreed. They have to avoid your building by 200'. That's pretty stinking close. It seems clear the parasailer was outside of 200' or else there would not have been sufficient time to yell profanities at him, pull a gun, and fire warning shots. He would have passed over the property in a matter of seconds if he were within 200'-500'.

I'm a pilot (single engine land) and aircraft must avoid structures and people by a minimum of 500 feet unless they are in the landing or takeoff phase of flight. FAA rules.

Not sure if the para sailor is considered an "aircraft" subject to that rule but I THINK it is classified as an "unpowered aircraft". Doesn't justify the landowner shooting a para sailor.

FYI, laws of physics......the para sailor would pass over the subject property, or any given piece of territory, in the same amount of time independent of altitude. It is a function of time/speed/distance. At a higher altitude he would APPEAR to travel slower but would cross the same ground distance as he would at lower altitude in any given time period (given the same airspeed).
