The way I see it... if they are good enough to let back into society, then they should have all the rights, privileges, and duties appropriate to a citizen.

Should NOT matter what they did. If society deems them safe to co-exist...

Rights come with Responsibilities. If you get the Responsibilities back, then you should get the Rights back too. They are linked at the hip.
