Wait. Most stores ARE NOT corporate run so this may not apply, or most ARE corporate run, so this goes almost anywhere? Your post is confusing.

Differentiate in your mind the 'corporate' stores (those that are run by the entity that started the business, Applebee's International, Inc.) and stores run by a franchise 'corporation' (in this case AppleGrove Restaurants, LLC)

There are currently more 'franchise' run stores than 'corporate' run stores. Dale was uncertain as to the position of 'corporate' Applebee's (though he seemed to think they were at worst neutral on the topic), but had word from the top ranks in AppleGrove LLC that their position is to follow state law. According to Dale, AppleGrove operates more than 90% of the Applebee's on in the west.

I am not sure that parsing this point matters. As per the 'franchise agreement' most franchises would be inclined to follow specifics that keep them in good standing.

Regardless, any business franchise reserves the right to honor service or not. Be polite, be courteous, be professional and conduct yourself beyond reproach while OCing in public businesses.
