I always joked about clear fanny packs being the solution to any OCer's desire to be as unfashionable as a blatantly obvious CCWer with a fanny pack on.

Then I got thinking, is this open carry? Or LUCC, if locked? I know, I know, the definitions of a locking container have never been fully articulated, and we can only speculate on the true qualifications of such a container.

Carrying a firearm in this manner, with the container fully locked, is eligible for an e-check? (yes, XCP in non prohibited unincorporated areas)
