Sad to say, this is the truth.
Depending on where you are, and the local chief LEO's attitude toward LACs, the officers on the street may actually have instructions to arrest an armed citizen for ccw even if they're OC.

I wish that a judge getting wind of such abuses (as in Milwaukee) would sort out the chief in no uncertain terms.

Wasn't there some kind of Concealed Carry case like that in City of Milwaukee last year? There's a lady that lives near me that claims it happened to her, but I thought it was just one of those urban myths. More likely, some lonely bored LEOs, that just wanted to scope out a cute chick IMO. ;)
