They can't issue tickets if they don't post, because there won't be any 'crime' to ticket for.
(Yes, I know a ticket/forfeiture is not a crime.)

Tickets for carrying in the police station, carrying in an active court room, carrying in a private business that had posted, discharging a firearm in the city and it isn't self-defense.
