I have a good guess also, reminds me of the Utah trooper that came here and posted of arresting a person for wearing black clothes(impersonating). He couldn't figure why some of us were offended.

Per the pic the guy is a fan Of the transformer movie series... No crime there. His problem seems to be his talking with the cops and acknowledging that he sees other alter their behaviors upon seeing the car...

Most of the cops in my little town's cop shop shave their head. It seems to be the style as of late.I am just wondering when young men will get arrested for wearing high and tight haircuts like many cops do.

No lead in, just comments from the question posed.So that would be impersonating if a civilian shaved their head, seems to be what they are trying to claim of the owner of the car.
