Maybe you can answer this question on WV - as we understand it, WV preempted localities a ways back, but allowed some grandfathering.
But we cannot find any locality which has a valid grandfathered general ban on open carry - therefore we have left WV as a Gold Statr state.
Do you have any contrary info?

i'm pretty sure yes but check www.packing.org for details.
as a wv resident I went to my county's sheriff's department. paid them $75 and picked it up 4 days later. It was really easy.
i also have PA nonresident which was $26 and took about 10 days.
I should never need another license.

It is currently under review by the state but currently they do not honor VA non resident permits. btw resides means lives there, if you don't live in VA you can still get a concealed permit for VA but WV will not honor it unless it is a regular, resident permit. Not trying to start an argument, just stating facts. Plus, all I said was non-resident permits, I didn't say anything about lifetime permits.

You are right, after reading the actual agreement it doesn't specify resident and non-resident. Only thing is VA didn't issue non-res permits when the agreement was put in place. The wording is confusing, it says 'to extend reciprocal handgun carry/permit privlidges to citizens of the State of West Virginia and the Commonwealth of Virginia' but then goes on to say that each one will recognize valid license holders while present in the other state/commonwealth. Like I said the wording is confusing to me, and the state police say no even though it seems to be okay. No case law on it yet. If I could would I be the test case? Nope. Maybe someone else?
