Yes. But I've always hated LUCC because it's even worse than UOC for rapid deployment. All this will get you IMO is your firearm stolen from you when you're mugged.
I've often thought about coming up with a product solution. Perhaps the time for this is now - for a California Carry Case. This would be a small, fully enclosed locked case, with belt loops on it so that it could be worn conveniently on ones belt, but with a fast-open lock mechanism that could be triggered with one hand without looking at it. Then it's door would spring-open to get out of the way, revealing a handgun in an integrated holster.
