Sorry to bother you again, but if possible I'd like to get (in writing) your position on open carry. Our discussion on the phone touched on this issue, but I would feel more comfortable not relying on my memory of the conversation...
Subsection (1) of RCW 9.41.270 currently reads:
(1) It shall be unlawful for any person to carry, exhibit, display,
or draw any firearm, dagger, sword, knife or other cutting or
stabbing instrument, club, or any other weapon apparently capable of
producing bodily harm, in a manner, under circumstances, and at a
time and place that either manifests an intent to intimidate another
or that warrants alarm for the safety of other persons.
Will you describe what you consider to be a proper response by an officer observing open carry or to a 911 "man with a gun" call involving peaceful open carry?
And, do you plan on producing training materials for the SCSD similar to the training bulletins issued by (for example) the KCSD?
