So is maryland Open Carry with a MD permit?

I am very confused and it is impossible to find a concrete answer so I am hoping you guys can help. Is MD an open carry state if you have a MD handgun permit? If not then how "concealed is concealed"? Does it just have to not be visible even if it is recognizable under your shirt or does it have to be as unnoticeable as possible. Thank you in advance for any information that you can give me.

Maryland is not a traditional open carry state. However, should you be wealthy or connected enough to get one of the rare Maryland carry permits, Maryland law makes no distinction between open and concealed carry. But this would almost certainly result in the loss of the permit. We consider Maryland to be one of the top 5 rights restricted states in the union.

this is what confuses me, I have a MD permit but they give you no information when you get your card. And the above quote says 2 totally different things. No law against it but you will prolly lose your permit. I don't want to "open carry" but I dont want to have to buy a IWB holster to try to conceal it totally. I want to be able to wear my blackhawk serpa on my hip, pull my t-shirt over it and be good to go. I just want to know if this is OK. I tried to call MSP and they just refer to the the MD state code and it doesn't give you any info.

Maryland is a special may issue state - so much for being the "Free State". Re "may issue" - what the government gives, the government can take away.

Yep, an administrative ban on otherwise legal behavior. Kind of like how PA's AG is quietly banning non-resident permits by requiring new reciprocity agreements that only allow resident permits, notwithstanding the fact that PA law doesn't make that distinction.
