what does the buzz phrase 'constitutional carry' mean exactly when...
~ the ATF's Brady lists numerous states who citizens have privilege cards, er... "...permits qualify as alternatives to the background check requirements of the Brady law..." now does that mean these states who have become 'constitutional carry' their citizens must now endure the NICS background checks when purchasing firearms? [ https://www.atf.gov/rules-and-regulations/permanent-brady-permit-chart ]
~ who does the term apply to...only state citizens or includes visitors, aliens, non card carrying immigrants?
~ what hidden nuances are involved or have been put in place, e.g., the Lonestar state 'allowed' it's citizens to OC with a privilege card and authorized LEs to immediately go into a 'papers' mode upon seeing an OC'd handgun?
~ why were the privilege cards not taken off their books completely instead of new statutory laws for 'enhanced' privilege cards, ad nauseam?
~ which take precedence over US citizens...the Founding Fathers' Constitution or the State governance?
a sidebar...what are all these LE agencies and ancillary organizations, e.g., mental health orgs, going to do from the lost revenue from citizens getting/renewing their state level privilege cards to conceal their SD handgun? oh and let's not forget the rise in unemployment from the 100s of state workers processing the privilege cards...whew!
things to make you say hummmm...
