Target shooting in Croatan National Forest

In Montana, Colorado, AZ, NM, and AL I have always been legally able to go into the national forest and go target shooting as long as I was 100ft away from the road and firing away from it. I can not find anything actually written that says whether or not it is legal in NC. I live in the Morehead city area and am trying to find some public land nearby to practice in with my own targets. Thanks for the help.
