Instead of the EEO/racial paperwork, I suggest reporting her for a Hatch Act violation to the OSC. (Of course, nothing says you can't do both.)
The automatic penalty for a Hatch Act violation is termination.
If the board unanimously agrees, this can be reduced to a 30 day suspension. Those are the only two options.
As a union official in a federal workplace, I constantly caution people who forward political email at work. If someone complains to the right people, there's nothing I can do to help them. Sorry, nice working with you, hope you get another job soon!
