After reading your article, I was dismayed by the plethora of wrong information you seem to have of Michigan firearms law. Here is the correct information.
Firstly, in order to LEGALLY purchase a firearm from a non FFL'ed individual in the state of Michigan, a person is REQUIRED to FIRST obtain a PURCHASE PERMIT from their local law enforcement agency. Usually this is the county Sheriff's Dept. After you have been granted the permit, you have 30 days to purchase a handgun with it or it expires. You must also keep a copy of that purchase license with you for 30 days AFTER purchasing the firearm. I refer you to MCL 28.422 LICENSE TO PURCHASE. The only exception to this is if the purchaser has a valid and current Michigan issued Concealed Pistol License, or CPL.
Secondly, SB 442 does NOT eliminate gun free zones. Under MCL 750.234d, a person may not carry a CONCEALED firearm into any of the places listed. However, a person with a current Michigan issued CPL may OPEN carry in those places if allowed by the owner or agent of the owner. SB 442 would change that, allowing CONCEALED carry and banning OPEN carry in those areas.
Thirdly, a public library is NOT a GFZ or prohibited place under 750.234d. It is, according to the ruling in CADL vs. MOC, a local unit of government and therefore falls under MCL 123.1102.
Lastly, HB 4795 DOES NOT prohibit local units of government from having ordinances. It provides penalties for localities and agents of the same that WILLFULLY and KNOWINGLY enforce local ordinances that go beyond what the State of Michigan or Federal laws say. Under MCL 123.1102, passed in 1990, local units of government are already prohibited from enforcing such regulations.
