The magazine question comes up a lot. The term unloaded in chamber and magazine refers to the "battery/magazine" that is internal to a long gun. Think of a pump shotgun. The rod that contains shells under the barrel is a "magazine" and must be free of rounds in order to transport. Same with auto long guns and bolt actions.
A detachable magazine CAN be full as long as it is not attached/inserted in the weapon. So as long as the handgun is free from any rounds in it the accompanying magazine can be full as long as it is not inserted into the handgun. In fact the empty handgun and a full mag (not inserted) can be stored in the pistol case together, no need for them to be in separate cases.
